This one is found at the begining of the level Floodgate. When you first enter the city look above you to the building to
the right. There will be flood guy on top of it when you get close enough. He is going to throw the skull so you have to shoot
him RIGHT when he lets go of it. It will drop to the ground and you can pick it up.
